The Belleview Biltmore and the Plant railroad system were responsible for attracting an influx of tourists to the west coast, and Clearwater became a thriving area.
In a few short years, Clearwater and the rest of what was to become Pinellas County were poised to claim independence from Hillsborough County. And this is the subject of the next chapter.
